My guess is any pyrethioid would work as a drench in the 5 gallon pots. Permethrin, Bifenthrin, ect, followed by a Spinosad drench a few days later. @RosyPosy , Sir @Fig Gazer might have a better understanding.
This contradicts statements from growers and USDA personnel in those areas.SO FAR IT IS NOT IN THE CENTRAL VALLEY OR NORTH OF THE BAY AREA
This was the link. But it is not working for me. So not sure if it is still a working map.Yep. As far as I know, it's made it the Bay Area (confirmed) but not yet to Harvey's. Fair Oaks was stated north of Sacramento, so that gives a rough idea.
There is a Google Map tracking reports, does someone know the link? That would be useful here.

Thanks to the exceptional generosity of Greg @Figless, and the kind help of @PapaFig, I was able to pick up several beautiful plants from Greg's impressive (I mean... Who else has 8 Angelito's sitting on a table?!) orchard in Berkeley last week. And beautiful they were! Despite the fact that Greg took over a thousand (was it 1300?) cuttings from his trees to selflessly give away earlier this year, his plants looked super healthy!
As he did not want to take a chance with possible BFF eggs or larvae, we treated all his plants with spinosad (underside and top of all leaves and buds) and permethrin (we did a thorough soak of all pots).
I plan on growing these plants out, and give back to the community here come next spring. When the time comes... Don't thank me... Thank Greg!
