Sunset Magazine found that the USDA Cold Hardiness Zones were inadequate for the western U.S. and established the Western Garden Zones to support microclimates. The coverage expanded when Sunset was acquired by Time Inc. in 1990. It later sold to Regent, L.P. in 2017.
