That’s what I heard but when I soaked mine all the skin came off so I planted them skinless. I’m thinking they’re the ones that haven’t come up yet.Not going to assume either way, but isn’t a fert soak supposed to help/speed up garlic?

I consider John Cote to be the authority on growing garlic.
My garlic did fine in hard clay, fwiw.I want to plant some, but unless I put them in a bed, I'd have to plant them in hard clay.
Which is why I haven't planted any yet. lol
