I grew a Meyer potted in Georgia. Out on the deck in summer and in the kitchen in a bay window in winter. Bloomed in the winter inside and set fruit with just the light from the bay and normal kitchen lights. The big problems inside were scale (I took to scrubbing the leaves and stems before bringing it in), me overwatering it, and what to do with a dozen giant lemons.
Yeah, it's actually pretty normal for Meyer lemons to bloom in winter! They can bloom multiple times a year, especially if they're in a climate with mild winters or if you’re growing them indoors where conditions are more stable.
