Planting Garlic Bulbs

Just was wondering, if I don’t have any fish fertilizer to soak the garlic cloves do I just use plain water or deluted water soluble or just plant them without soaking?

I am planting my garlic now- first time ever and the company I got it from says fish fertilizer or kelp fertilizer or their garlic fertilizer which I looked up and it's a 5-2-2 so I'm thinking if you don't have any of that , whatever you use in the spring that is higher nitrogen.

I soaked mine over the weekend in a half rate 10-10-10
