Perlite dust can hurt your lungs, assume DE does the same thing. One thing you can do for perlite is run water through the bag with a hose to get rid of all the dust.

That looks like a decent price but the fine print on the bottom seems to say final delivery costs is calculated at checkout based on location and methods. Maybe they have a free shipping method available for local shopper?
 
Do you have a local feed and seed or mom and pop hardware? They often carry it it can order it in with other items and it costs nothing on shipping. I always try and check the mom & pop stores vs the box stores or even ACE. Support local when you can and prices are ridiculously different.

Do the sizes of the heating mats match the size of your growboxes?

Get yourself a couple of Sterilite boxes at Walmart: if you buy one that's 12-13 inched high as a growbox (they hold exactly 4x5=20 4x9 pots and about the same number of cups) and one that's about 7 inches high as an upside-down cover, you're good to go!
IF I use cups, I always use the lids too: cut them once to the center, and you can easily put the lid around the cutting (or take it off). Use Painters tape to tape the cutting line and secure the lid to the cup. (y)

Be careful with putting a lid over the bins, it can hold too much moisture and cause the tops of cuttings to mold. Hardwood cuttings do not need a humidity dome.
