I even wash down the pots to cool them. I’m only facing this issue on etnas. I do give a good watering I have a heavy trigger finger. Maybe I’ll try and really give it enough watering until water penetrates to the bottom of the pot.

I would definitely water until it's good and saturated. Until it leaves the bottom of the pot is a very good idea. If you're hand-watering in the heat we have, I would even consider a saucer to hold some water in the bottom. If the saucer is always wet (while it's hot like this) you're good. I think this will solve the problem
If you don't believe the pots are too hot, just put a kitchen probe thermostat in the soil to find out the temperature in the afternoon. No need to guess.
I lift the pots at least once a week to make sure the mix is not hydrophobic. It may look like water flowing out as you water but it doesn't mean it is wet inside. Happened to me so many times.
I think using saucer is a good idea to keep the pots cooler and at least part of the mix hydrated depending on the size and depth of the saucer. I used that in summer when I put the pots on concrete/stone.
