Anyone think this is rust?

I planted this serviceberry a few weeks back and it looked totally fine going in. We had a couple weeks of heavy rain right after planting but it was cold. I haven't grown berries a lot on the past and never seen this on leaves before.

At first I thought it was some sort of scale but when I rubbed it came off kind of powdery. What do you all make of this?

I found this on a Blueberry leaf. I don't know what it is either. Does it look like what you got?

Mine looks a bit more bumpy I think..... It just occurred to me that I got lazy and set up an overhead sprayer to water it. It's getting water sprayed on twice a day. If it is fungal that might be contributing to the problem. Drippers go in tomorrow
 
I was unable to find anything other than galls that resemble this. @superdave336 thanks for finding that. Seems there isn't much one can do to treat, not knowing what bug is doing it. I may try some Spinosad to see if that makes it less attractive. I just planted this thing and don't want growth stunted.
 
Looks like scab, which is common on apple, pear, and serviceberry trees. Propiconazole foliar sprays would keep it from getting worse.

From This picture, is the water spraying on to the leaves? Or is that a vertical bubbler?
 
I am pondering it Joe, when you look at the back it definitely has the look of a pest or a fungal disease. As noted above it almost would look like scale except scale holds on and yours turns to powder. I'm going to be interested in seeing what happens when you apply the Spinosad to both sides of the leaves.
 
You could test a little bit of neem oil on some of the leaves and see how they respond, I've had success with most of my potted plants using it as well as spraying the soil lightly while watering and most of the plants seem to take up the oil somewhat to stave off bugs and stuff.
